Use GitHub Actions to run the data uploader

We need to automate as much as possible of our tedious tasks.
Let's see if we can use GitHub actions to run the Azure function that populates (loads) CSV files in blob storage into the database.
The nice thing about this is that we'd have a history of these actions.
