Icons in S3

As a QRA administrator, I want the icons used on the results page to be stored in our databases, so that I have better control over them and can avoid any copyright issues

Acceptance Criteria:

• Results icons stored/retrieved in/from S3
• Ability for coaches/admins to edit the contents of the S3 bucket when appropriate
• Uses a more compact/easy-to-use image format than SVGs (webp)
• Sample icons stored as a part of dev seed script
