Update Stacks

As a software engineer in devops, I want better CDK stacks (ideally organized by functional group, e.g., database, auth, site, icon bucket, ...) with minimal accessibility, so that I can better manage my infrastructure

Acceptance Criteria:

• Break stacks into functional group
• Update CICD stack to have minimal perms (currently * is used and that's kinda dangerous)
