All generated codes are suddenly wrong

I've been using WinOTP for months without issue. Tonight, all of the codes it is generating are wrong. I'm wondering if this could be related to the time zone change. I write this at 22:20 PDT, in California. The app is currently syncing to NTP. The display time and time zone on my computer are correct. But none of the codes work and - comparing to the codes being generated by Google Authenticator on my Android device (using the same seeds), all of the codes displayed are currently incorrect. They were working earlier today, so I am wondering if perhaps, with the time zone change "rolling across the globe" (so to speak), the authenticator is wrong during the rolling period?
