Hi maintainer,

I've checked the repo (Rust/Soroban, 134 files): pre-commit hooks already exist — .pre-commit-config.yaml runs rustfmt / cargo check / clippy — so I won't duplicate those. The real gap is that cargo fmt --check currently fails (e.g. unformatted imports in examples/test_dkg.rs), there's no rustfmt.toml/clippy.toml, and no CI workflow enforces lint.

Assign me to this and I'd add rustfmt + clippy config, run fmt to fix all formatting, resolve cargo clippy --all-targets -D warnings across the workspace, and add a CI lint gate — building on the existing pre-commit setup so it's enforced in CI too.
