[easy] Remove unused lifecycle-service migration scripts

Summary

lifecycle-service contains several old migration scripts that were superseded by consolidated migrations and are no longer needed.

Requirements

• Confirm the scripts are not referenced by any active migration path
• Remove the unused scripts from the repository
• Verify the migration history remains consistent after removal
• Note the cleanup in docs/decisions.md
