Duplicate Engine Configs for NF RCS thrusters

I cannot tell if something is wrong with my setup hence raising an issue instead of pull-request.

I was getting duplicate Engine Configuration sections for all NF RCS thrusters. As if this section getting applied exactly twice.

Changing it from MODULE to %MODULE has fixed the problem. I use no other mods that patches Engine Configs and no other parts were effected. So a bit of a mystery.
