Multiloader this mod

Boring Default Game Rules is thankfully not a complicated mod, but it is one that might benefit from a rewrite;

Goal: Multiloader this for Minecraft 1.21.1 and 1.21.5. It shouldn't be hard, should it?

Well, I'm unfortunately a bit exhausted to juggle mods that aren't called Ok Zoomer right now; maybe I can tackle this later

Progress on Boring Default Game Rules 2.0.0 began, which paves the way for multiloader support;

Quilt Config has been dropped, which always was silly to use on a mod that is already doing a JSON-based config system with unique features; this means this mod is once again lightweight

Multiloader progress kinda began; don't expect much soon (at least not until the 1.21.6 release candidate)

Update: releasing Boring Default Game Rules 2.0.0 with fixed 1.21.6 compatibility will be the priority for now, I just need to catch a breath first
