[Feature] Move Page archiving from FamilyReports Page to Family Page List

Feature Description
Currently the functionality for archiving a page exists in two locations

1. The family page itself
2. The Family Reports Page /FamilyReports

The first is good the second is confusing, it should exist dynamically on /PageList for admin users

Requirements

• Admin users should see button for archiving or reactivating pages on /PageList
