Label county polys on details map of event report

I started playing around with this in event-report-labled-polys, but if someone else tries this one it might be better to start from scratch.

I couldn't get it to work if there were multiple counties with the L.Polygon type so I was trying to make a geojson object with the coords and the county name, but it kept giving me different errors regarding the lat long format.

I know we talked about making these county labels present on the event details page (and also on the event details report)... any updates on this? Does it feel like something that might happen or is this in the parking lot?

@JChipault Parking lot for now. One we have the core functionality for Effort 2 and the technical docs complete, we'll need to regroup for further development.
