Study Area dropdown loses selected region label

I tried to patch this fix in, but I'm having trouble replicating locally.

On the test site, if I select a study area right after it loads, the dropdown loses the label for the selected region, so it looks like this:

If I wait a second to select a region, or click in the dropdown again (selecting a new one or the current one), it works fine.

I think I fixed this yesterday, but we'll want to double check any repercussions (e.g. it might not get an updated list of regions if one has been added or changed, which is a rare occurrence anyway).
