Allow electrons to travel outside the mesh

Have a flag set to allow the user to choose whether or not to stop the run once the electrons travel outside the mesh (this should be when it travels into the absorbing boundary region, since emission here should be invalid).

Have a tolerance to let the user choose how much charge to let outside the mesh before stopping the run.
