There are many different ways that blocks can be unbreakable (block properties, block logic, tool properties, tool logic, chunk claims or other events, mixins ...), to the point where Unbreakables can't reasonably force them to be breakable in a consistent manner, especially since the semantics of why something is unbreakable aren't available for the mod to make a rational decision.

For your use case, the better option would be using KubeJS or similar to change the destroySpeed of the light block.
