Indicate status of dataset and condition all current drafts to not auto-publish

Even though it may be fine to push changes that were left in draft if they are metadata changes, they will need to be checked manually, so all such datasets should be set to DRAFT again and not auto-published.

This is sort of handled already based on the df call, want to consider whether using filename of modified JSON is better
