Security checks

So right now we are directly allowing borrower to take loan on cross chain without waiting for 50 blocks confirmation. In the worst case the borrower can borrow from one chain and then before all chains get notified he can switch on a chains and mint tokens. So it's n × loan amount where n is equal to number of chains. Need to fix this up.
