Environment variables

Variables now set in project_run.in and project_grid.in could be set as either arguments to the executable, as environment variables, or as in _run.in and _grid.in files. 
The hierarchy should be:
1. Arguments
2. Environment variables
3. project_run.in, project_grid.in
