Reenable detekt code style plugin

Detekt plugin disabled due to too many warnings. The code was developed without regard to following this code style. In order to get the initial versions released we have disabled the detekt plugin.

The warnings should be cleaned up (or the style rules updated), and the detekt plugin should be re-enabled.

Note that detekt was only running on release builds, this should probably be changed so it runs on all builds to avoid allowing merging changes that will block release builds.
