Parse measurem.csv and create appropriate folders

Input files: /series/1/input

• Each row from this file should create a folder with input files:
  AVAILABLE FLEXPART options output pathnames
• in the parent 'series/id' folder we create grib_data and download the forecast files; We could use the same data in different calculations
• Simflex link also could be in series/1/input folder

After parsing we should create a script that runs all calculations and return the result to output/folder

copy simflex simflexinp.nml to the series/1/output

• RELEASES
• AVAILABLE

• OUTGRID
