Describe the Bug

Turning on the "Compile Shaders Before Starting" no longer actually compiles shaders before starting

Reproduction Steps

Turn on the setting, compile some shaders then reset your game, it'll completely ignore the setting

Expected Behavior

Shaders won't compile before starting
