[BUG]: Twilight Princess: Missing Shadows

Describe the Bug

(This bug is present in both GC and Wii versions of Twilight Princess.)
Dolphin UWP does not render the stencil shadows of the characters, while Dolphin PC does.

It should be mentioned that this is already a very old bug since SirMangler builds.

Reproduction Steps

This can be seen anywhere in the game, for example from the title screen, seeing that both Epona and Link have no stencil shadows.

Expected Behavior

Shadows should render correctly

By the way, Skyward Sword is also affected by this same issue.
Funny enough, Wind Waker doesn't have any issues with shadows at all.
