[Integrate] Cross-Contract Enrollment Verification

Description

Make the CertificateContract call an external EnrollmentContract to verify a student is actually enrolled before issuing a certificate.

Requirements

• Use env.invoke_contract (or client) to call the external contract.
• Handle potential errors or "Not Found" responses gracefully.
• Block issuance if verification fails.
