Sign-Ups Register Block does not respect Group Requirements that only apply to Children

Description

We have a group requirement that applies to children. It is set on the group type to only apply to children. I can successfully add myself to the group via the internal UI. When I try to sign up for the opportunity I am informed b/c I do not meet the requirement that should only apply to children.

Actual Behavior

I am warned about a group requirement that does not apply to my role.

Expected Behavior

I expect the group types to apply correctly to the roles configured.

Steps to Reproduce

• Create two group requirement types. Doesn't really matter what they are, as long as one of them will not apply to adults, such as being under 18
• On the the group type, configure both. One to Adult role and one to Child role. (the child role would be the one under 18 for example) An adult wouldn't meet it, but it isn't set to run on adults.
• Create a new signup and opportunity of this group type.
• Attempt to sign up.
