Manage the project backlog by automatically identifying and closing stale issues and pull requests.

Requirements

• Add a GitHub Action to handle stale items (e.g., actions/stale).
• Define thresholds for staleness (e.g., 60 days of inactivity).
• Configure messages to inform contributors before closing their issues or PRs.
