[Infra] Implement a Robust Health Check Sidecar for Deployment

Description

Develop a sidecar script or service to monitor the keeper's health and automatically restart it if it becomes unresponsive or stale.

Requirements

• Implement a script to poll the /health endpoint of the keeper.
• Add logic to restart the service if health checks fail consecutively.
• Document deployment instructions for the sidecar.
