• Reasonably well-known and widely used (e.g. if it's a GitHub project, it should have at least 500 stars and/or 150 forks)

• Full version (i.e. not a trial version)
• Fairly standard install (e.g. uses a version-specific download URL, no elaborate pre/post install scripts)

Several notes:

1. Use .../rad_w_windows_amd64.exe#/rad.exe in the url to rename binary inline, so you could simply use "bin": "rad.exe" then.
2. As for me notes could be avoided if provide homepage/checkver in the following form:

...

...
"checkver": {
    "github": "https://github.com/radius-project/radius"
},
...

Guess you could use this manifest for reference.
