Try to install the 32bit version. But Hugo 0.102.0 is now 64-bit only.

These archives are removed: 32 bit Linux archives, Windows 32-bit and ARM, Linux ARM Deb. We may re-add some of these if enough people shut.

Possible Solution

Remove 32-bit support and make it 64-bit only.

If I understand you, Hugo binaries are not last updated 0.101.0 for Windows 32-bit.

Since I temporarily uninstalled:
