Skipping first or last day of the year #35

With force range (it was a bug fix for force ranging the UT into [0,24).) there are errors when calculating the first or the last day of the year (depending on lat lon).
I compared the results of the class without forced range to data from https://aa.usno.navy.mil/ . As you can see the first day of the year is skipped when using forced range. WIthout force range events are skipped when they happen aroun 00:00. Is there a way to fix the first-of-the-day-issue without using force range?
