Group Loot Not Functioning for Rare Loot Crates.

Issue: Rare Loot Crates Group Loot Not Occurring. This is happening using the master branch of the DSRC.

Reproduce:

1. Increased rlsDropChance in "rare_loot.cfg" to 100, and reduced distance from last kill and time between last kill to 0.
2. Logged in First Character, the second, then grouped them both together.
3. Brought both characters to Spawns outside of Mos Espa.
4. Proceeded to kill many of the NPC's.
5. Not a single RLS Crate dropped.
6. Then disbanded the group and repeated step 4.
7. Now being ungrouped, RLS Crates would drop after every single kill.
