Turbo: root test task integration

Area: turbo.json, root package.json

Goal: Add a cacheable root test task once package tests are stable.

Tasks:

• Add root "test": "turbo test" script.
• Add test task to turbo.json with appropriate inputs/outputs.
• Ensure packages with no tests do not accidentally pass if they should have tests.

Acceptance:

• bun run test executes package tests.
• Existing apps/s03-indexer runner convention is respected.

Running package tests in a decentralized or manual manner across the monorepo slows down developer velocity and fails to leverage computation caching for unchanged packages, and I have the specific Turbo repo monorepo orchestration and build pipeline automation skills this issue requires.

I am highly comfortable with turbo.json task dependency graph configurations, optimizing root npm/bun scripts, and enforcing strict testing boundaries across multi-package workspaces. This will allow me to seamlessly integrate the cacheable global test pipeline, map your input and output file globs (such as source files and spec matchers) smoothly inside the Monorepo configuration, enforce proper execution rules so that packages with missing or unconfigured test suites are handled predictably, and guarantee that the historical workspace conventions established by assets like apps/s03-indexer run flawlessly using the Bun runtime.
