Develop File Naming Scheme for Graphics Submitted with Publication Packages

A file naming scheme should be developed so that graphic files included with a publication package have consistent names that include the document number, figure number, the caption, and any other information that SMPTE deems necessary.

Example: 10E-st2042-1-2022-Fig1-Sample-encoder-functional-block-diagram.svg

@ERyan71258 now that elements are included in the HTML and ballot packages per the release creation, I don't think this is needed any longer, as they are not tracked outside of that. Also the recent update to ensure that graphics are SVG is included in #33
