Create automated version tagging workflow

Description

We have a reusable workflow for automatically incrementing and tagging commits with new versions in RxnRover/.github here with example usage here. It should be added here using the following steps:

• Create bump:major, bump:minor, and bump:patch labels on this repository.
• Create .github/workflows/tag_version_and_release.yaml
