weave-router: update to v0.54 (clean retrain)

- 6-model pool (deepseek-v4-{flash,pro}, gemini-3.1-flash-lite/-pro, qwen3-coder-next, qwen3-next-80b-a3b-instruct)
- Trained on OpenRouterBench labels + Artificial Analysis priors only; no RouterArena prompts in training signal.
