Remove Weave Router from leaderboard per no-training policy (#106)

Weave's v0.62 submission was withdrawn after the author confirmed it
was trained on the full split — which the no-training policy added in
#105 explicitly disallows. The Weave team plans to re-fit on a
non-leaderboard distribution and resubmit; that future PR will add
back a fresh row.
