What changed

Moves Review draft PRs above the Which PRs get automatic reviews? author-scope radio in Automations → Review Code.

Control order is now:

  1. Auto-review on open and new commits
  2. Review draft PRs
  3. Which PRs get automatic reviews? (Roomote-only vs everyone)

No setting or API behavior changes.

Why this change was made

After the author-scope control became a longer radio section, Review draft PRs felt out of place underneath it. Grouping it with the neighboring switches is easier to scan.

Impact

In Automations → Review Code, users see draft-PR scope next to the other switch controls, then the author-scope choice below that.
