Enhance rhc status check

Currently, rhc status simply checks whether the system has a consumer ID and whether rhcd is running. This does not help to troubleshoot the situation where a system is registered successfully to an alternative RHSM instance (like Satellite). We should probably enhance rhc status to make a full API call to verify whether or not there is an active and functioning message bus.

The current behavior of rhc status is IMHO correct. There should not be any unnecessary REST API call. On the other side, it is legit to check if the status is really correct. For this reason, when could introduce new CLI option rhc status --check or new sub-command rhc status check. The behavior of insights-client is another story.
