Modify/ Add automatic messages without the need to restart IW4M Admin

If there is a possibility that the fact of modifying or adding automatic messages to a server from the web does not require restarting IW4Madmin. The same applies in the case of adding rules.
I say this because in my case, every time I modify I have to access my vps and restart the application because if I do it from the command it does not start the web because it stalls because it cannot connect to a server that I do not have open.

Thinking about something like !reloadconfigs to trigger a reload

Maybe consider adding to that, reloading settings from .json files from third party plugins like "Ping Limiter"

Not as of yet. It's a little more tricky than initial estimate and it's low priority at the moment.
