Write HRX implementations for the HIP symbols introduced in #54 .
The referenced PR just exports abort-at-runtime shims so we can get HRX running under a nightly ROCm + Pytorch, but we need to implement these.
It would be good to tabulate and burn down any other missing hip API surface area in a follow up issue.
