Minor issues from `cat`

Used this to pull in cat overlay and worked well
Xeeynamo/sotn-decomp#2782

Few immediate minor issues:

• PSP blit_char associated to own segment (we now have this as part of e_collect) - Xeeynamo/sotn-decomp@1a7707a see PR#3 below
• PSX blit_char has rodata autoassociated from e_collect ("Obtained" string) - Xeeynamo/sotn-decomp@2effa79 see PR#3 below
• Missing include guards + STAGE_FLAG in cat.h - Xeeynamo/sotn-decomp@63798fb

PR#2:

• PSX popup has rodata autoassociated from prior split - Xeeynamo/sotn-decomp@8e4d65f
• st_debug is now two segments (e_lock_camera + e_room_bg) - Xeeynamo/sotn-decomp@2c9a94e

PR#3:

• blit_char, e_relic_orb, e_misc_2 should all be part of e_collect - Xeeynamo/sotn-decomp@c32cc07

Fixed segments in #6 and coincidentally I fixed the ovl.h template earlier today.
