[BUG] Back-To-Top Progress Ring Color Mismatch on Non-Blue Themes

Bug Description

The "Back to Top" scroll progress button is loaded globally. Its circular SVG progress ring is currently styled using a hardcoded blue color (#3b82f6). When navigating the site with themes like Nordic Frost, Cyberpunk Matrix, or Dracula, the progress ring remains blue rather than matching the active theme's accent.

Steps to Reproduce

Switch the site theme to Cyberpunk Matrix (green) or Nordic Frost (mint/teal).
Scroll down the page until the "Back to Top" button appears in the bottom right corner.
Observe that the circular progress ring filling up around the arrow is blue (#3b82f6) instead of adapting to the active theme's accent color.
