CHANGELOG.MD is not up-to-date

The CHANGELOG.MD is not up-to-date.

I guess that it should come along with version 1.23.0 and I would like to know what the last changes actually are.

Hi @iRon7 ,

I had the same question and then I spotted that the repo switched to a new pipeline (and branch model) that updates the release tags now.

The changelog for 1.23.0 can be found here now -> https://github.com/PowerShell/PSScriptAnalyzer/releases/tag/v1.23.0

In the past I've always just copied the referenced release notes in that markdown. Will open a PR to add that, there was a change of maintainer, hence why this process was lost.
