Using the BRMA/bedroom-level rent data that produces LHAs. LHAs are currently the maximum of the current LHA and the 30th percentile of rents for the given BRMA and category, so a bool indicating whether to incorporate prior LHAs will also need to be a policy parameter if the percentile is able to be lowered.
