Add changelogging

I'm not 100% sure on how we do this, as we're aiming for a monorepo. Also, we should explore alternatives to our own package, as it'd be great to integrate directly into build tools (e.g., poetry), as we've run into issues around our own package poorly integrating into a pyproject.toml-driven environment.
