Final Stragglers that don't match Paint.Net #1229

Description
This is a collection of bugs that are visible from using the tools like normal.

Examples
Soften Portrait - The effect is currently broken and has been reported in #1217

Ink Sketch - It has an Alpha Transparency bug in the current flatpak build, it has been reported with #1220 and hopefully will be fixed soon.

Frosted Glass - Its missing its blur effect.

Tile Reflection - The default Rotation of 30 does not match Paint.Net, Pinta is not 1:1 but is far more accurate at 150. If I wasn't comparing them at a pixel level I would not even notice. I recommend changing the default Rotation to 150 to have it match Paint.Net.

Twist - Twist normally starts at 45 in Pinta, I recommend changing the default to -30 so it matches Paint.Net.

Outline - It has an Alpha Transparency bug.

Final Thoughts
I have finally finished my Paint.Net / Pinta to Gimp spreadsheet, this should be my final bug report on effects for awhile, unless I find something I wasn't expecting. I realize that is a lot of stuff to report, thanks for looking at it and I hope it helps.

These are all fixed now, aside from the Frosted Glass smoothness parameter which is more work as it wasn't in the last open source release of Paint.NET. I've filed bug #1233 for that

Awesome, I just gotta wait until the flatpak build updates. I'm not 100% sure how updates work with that one so I assume it might take a bit. Thanks for the good work. :)

Not sure if I posted this already or not but it appears I missed one, but it appears Soften Portrait is having some issues.

I think the Soften Portrait issue was fixed already in #1217

Awesome, I just gotta wait until the flatpak build updates. I'm not 100% sure how updates work with that one so I assume it might take a bit

I just added a beta branch to the flatpak package, so you should be able to test out the Pinta 3.0 beta via flatpak now
