Uptime
Latency
- From current node to destination node
- Destination service's latency requirements (e.g. max tolerable latency?)
Bandwidth
- From current node to destination node
- Destination service's BW requirements (e.g. guaranteed min?)

@t-lin will try and obtain some prelim data for testing the heuristic.
