[New Feature] Allow Chrono Miners to always chrono back to the refinery, even if its occupied

Currently a Chrono Miner will only teleport back to the refinery if it isn't occupied. Perhaps there could be an option to allow it to always teleport back, and straight into the queue if there is one.
