Ingest Budburst Data - initial steps

Following are some notes regarding ingesting Budburst:

• From ellen: we are going ahead and loading an initial set of budburst data into phenology web portal
• From ellen: So I think we remove anything without a scientific name and for now let’s also leave out anything with plant_group_id of “O” since I am not sure what that is. Let’s also remove youth data. We could include these later after we have a Budburst rep to talk to!
