What is the purpose of refreshing the token, when the refresh token is the same as the access token? So if someone steals the token, he will be able to refresh it. |

Generally you refresh the token in order to maintain the session, so that the user doesn't have to login again in the middle of their session - ie. while they are doing something. Does that make sense? |
