Support Shadowsocks 2022 (SIP022)

The Shadowsocks-Rust currently supports SIP022 (Shadowsocks 2022) which handles multiple users on a single port in a proper way to avoid performance issues. I was wondering if there is any plan to switch the outline ss server to Shadowsocks 2022.

Shadowsocks 2022 is not Shadowsocks, it's a new protocol that breaks compatibility. It also doesn't add anything to censorship resistance, it's purely a performance optimization. This needs to be evaluated against other options.
