Implement SDK write functions — createStream, withdraw, pause, resume, cancel

Depends on the SDK read functions issue. Implement typed wrappers for all write functions. The SDK should handle transaction building, preparation, and submission. The consumer passes a sign function and the SDK handles the rest.
