Scope

Val authority gate. Phase 5 design is frozen (or rejected) here.

What this gate decides

• Accept or reject the Phase-5 design as implemented across beads uqx.3–uqx.9
• If accepted: specs/PHASE-5-APPROVAL-SEMANTICS.md status moves to FROZEN; implementation work (Cody lane, ward_audit: add an apply-audit event type so the coven daemon can persist Gate-4 apply records #5) may proceed against the frozen spec
• If rejected: open a new design bead documenting what changed and why; Phase 5 status reverts to PROPOSAL

Freeze criteria (must all be true)

• Nova sign-off complete (threads-uqx.9: Nova sign-off — RFC round-trip, Gate-4 fail-closed proof, descriptor-not-authority review #13 closed with no open blockers)
• All design beads (threads-uqx.3: core type sketch — ApprovalPath, VetoWindow, ProposalClassification, audit event shape #8–threads-uqx.7: Cave contract amendment — ProposalView for Phase-5 approval paths, blocked fixtures for veto states #12) either closed or explicitly deferred with Val's acknowledgment
• specs/PHASE-5-APPROVAL-SEMANTICS.md decision record reflects any amendments made during design beads
• No open RFC amendment blockers (issues RFC-0001 §5.5: add S_p(F) ∈ S_p(F) as explicit closure precondition (Cody soundness flag) #3/RFC-0001 §4.2 predicate (iv): require provenance on admitted entries (Echo soundness flag) #4 already closed ✅)
